The print probably refers to the confusing reporting of the French newspaper de Figaro about the Dreyfus case. The Jewish-French officer Alfred Dreyfus (1859-1935) was accused in 1894 of spying for the German Empire and wrongly convicted. As early as 1896 it was known that Ferdinand Walsin Esterhazy (1847-1923) was the real perpetrator. Here he is presented by a woman with a torch and a representative of the newspaper. Until then, the French army had tried to keep the affair quiet and wanted Dreyfus to pay for the crimes. You can see how they duck and flee.
