Behind the pedestal is Charity. With one hand he shows that he wants to help a poor man of the earth rise up. With the other hand he gives money. In addition, a pelican feeding his boy with her own blood. Mercy is flanked by two female personifications. The woman on the left has a fasces in her hands, the landmark of higher Roman magistrates that indicated their authority to have someone rashed and beheaded.
