The cabinet of Jan Heemskerk Azn, pictured here as Sinterklaas, made a number of proposals for revision of the constitution in 1885 but left education untouched. This was unacceptable to catholics and anti-revolutionaries within the Chamber and therefore threatened to vote against all proposals unless there was a proposal on Article 194. This was called "political robbery." Next to Van Heemskerk Azn. Herman Schaepman, dressed as a robber, sits on a donkey with the article 194 in his lap. This print was published by De Lantern.
