Prime Minister Van Heemskerk Azn. slumped and drunk in a chair. In front of him is a torn sheet of paper with 'Kiesabel' on it. The title refers to the proposal to make Schiedam a separate constituency. The caption refers to Herman Schaepman and his 'two drinks a day'. When he entered the House of Representatives in 1881, he made an impassioned plea against the liquor law. Later, to many surprise, he admitted that two drinks a day had been given to workers. These two drinks have since been referred to as 'Schaepmans'. This print was published by De Lantern.
